Steve Austin.
He beat Kurt Angle, then lost to Chris Jericho in a unification match in December 2001. The WWF Title and WCW Title become the WWF Undisputed Title. In May 2002 the company name changed, but the title was still undisputed. When it was broken up, there was the WWE Title and World Heavyweight Title.
It does depend on how you view the unification match. If Jericho won the WWF Title, then it unified, then my answer is Chris Jericho. I need a ruling there.
Now, if you meant who held the title when the company's name switched over, I think it was Hogan or the Undertaker. Can't remember exactly when the switched happened. Leaning toward Hogan.
